Two types of short stories: 1) feels incomplete, story is abruptly cut short 2) feels finished but at the same time leaves you wanting to read more.
The 1st one always leaves me irritated while the 2nd, interested. I’d say this book has a 30-70 split, which is why the rating seems fair.
