This work is more of a reference grammar than anything else. Though it is thorough and you can learn a lot about the language it is not that accessible to the student who has not been introduced to Semitic languages before. One of the major reasons I found it helpful was because I have had Aramaic and Syriac (very similar in grammar) before and I am pretty proficient in Hebrew. There are no exercises for the student to practice what they have learned. I have yet to find a good book for students of Biblical Aramaic.
